Craven County was selected as a pilot location for the Community Collaboratives in North Carolina thanks to a grant from NCDHHS and is estimated to receive $15.6 million over the next 18 years (thru 2040) and required that the funds be spent in specific ways.
What will the Collaborative Do?
RAI brings people together to solve problems. Sharing, learning, and engaging with our partners at the county level to find solutions together.
Members represent every sector of the local county which intersects with the consequences of substance abuse. We share solutions with other Community Collaboratives across the state, offering mutual support and feedback.
Craven County has a demonstrated history of investment and passion for recovery support at the local level and is home to a number of organizations and individuals actively involved in meaningful work. Building on years of organizational success at the state level, the Craven County Community Collaborative will help:
- Amplify local recovery efforts by bringing community leaders and stakeholders together
- Assist in identifying gaps
- Co-create goals with the Collaborative
- Design and implement solutions that support a healthy recovery community model

Craven County partners with Recovery Alliance Initiative (RAI) to facilitate strategic planning!
As a best practice, The Memorandum of Agreement (MOA) recommends that an outside facilitator be used in the strategic planning process. Craven County has selected The Recovery Alliance Initiative (RAI) to facilitate this process. RAI has extensive community and local level experience along with a deep network in the recovery community. In addition, RAI has worked with many of the stakeholders in Craven County as a part of RAI’s Community Collaborative. See National Settlement Details below for further information on the MOU
The Strategic Plan Goal:
To maximize flexibility and adapt the funds to strategies which are targeted to Craven’s specific needs. The process will involve all the stakeholders who will examine the current resources, discuss the root causes of the crisis, identify gaps in care, and develop a plan which addresses the crisis to increase positive outcomes and create a resilient community to address these challenges in the future.
